Due to the extraordinary measures being taken during the Coronavirus outbreak, the Town Clerk has delegated authority to make observations on Planning Applications on behalf of the Andover Town Council, which will be sent to the Planning Authority (Test Valley Borough Council) within the statutory time limits

OB 02/19 Planning Application Observations
Test Valley Borough Council weekly Lists of 12, 13 & 14 were considered and the following observations were made.

6.1 – 20/00705/FULLN – 20.03.2020 – ANDOVER TOWN (HARROWAY)
Erection of detached timber garage:
21 Lawrence Close, Andover, SP10 3SY
Observation: No objection

6.2 - 20/00732/FULLN – 27.03.2020 – ANDOVER TOWN (ST MARYS)
Land use to change from amenity to residential, erection of single storey wooden building and creation of vehicular access with hard standing and reinforcement mesh:
Land Between Mount Pleasant (12) And Hebron (10), London Road, Andover, Hampshire, SP10 2PU
Observation: Objection –
• This path has been used for over 40 years by the community. Andover Boys School used it as part of their cross country run up onto Ladies Walk. In recent times used on a regular basis by dog walkers. Is this not classified as a public right of way?
• The erection of the wooden building will block access to the southern part of the path which would still be classed as amenity land.

6.3 - 20/00755/FULLN – 01.04.2020 - ANDOVER TOWN (ST MARYS)
Proposed single storey front extension to form an entrance porch:
22 Sheep Fair, Andover, Hampshire, SP10 2PJ
Observation: No objection

6.4 – 20/00751/FULLN – 01.04.2020 - ANDOVER TOWN (ST MARYS)
Erection of single storey rear extension, single storey side extension with garage, erection of front porch, loft conversion with flat roof dormer to rear and insert 2x roof lights to front, and demolition of existing garage roof:

Observation: Objection. Neighbours concerned about overlooking from dormer windows

6.5 – 20/00756/FULLN – 01.04.2020 – ANDOVER TOWN (MILLWAY)
Single storey side extension to form extended kitchen/diner and utility:
126 Junction Road, Andover, SP10 3JB
Observation: No objection

6.6 - 20/00733/FULLN - 25.03.2020 - ANDOVER TOWN (HARROWAY)
Demolition of 4 garage and bungalow sites and redevelopment for 12 affordable dwellings and 2 parking courts each containing 40 parking spaces, and associated works:
90, 91, 92, 93, 139, 140, 141, 142 Camelot Close, 150, 151, 152, 153, 240, 241, 242 Galahad Close, Andover, Hampshire, SP10 4BG
Observation: Objection
• The development seems to replacing sites of 38/40 garages with 40 parking spaces.
• With the increase in houses, is this sufficient for the ratio of parking spaces to bedrooms as required by parking policy?
• Parking is extremely difficult on this estate and would want to ensure that sufficient parking is provided.
• Would like to see these houses to be retained as rented accommodation rather than for sale.

6.7 - 20/00686/FULLN - 26.03.2020 - ANDOVER TOWN (ROMANS)
Loft conversion to include bedroom and shower room:
44 Hampton Road, Andover, Hampshire, SP11 6SD
Observation: Objection
• Parking plan appears to show on street parking.
• As the proposed development will be a 4-bedroom house, it would require 3 parking spaces. These should be provided within the curtilage of the development.

6.8 - 20/00621/FULLN - 24.03.2020 - ANDOVER TOWN (WINTON)
Use of annexe as dwelling (retrospective application):
23A Belle Vue Road, Andover, SP10 2DF
Observation: Objection –
• Planning permission that was given in 2016 was for garages and workshops using a shared access driveway.
• Converting this to a separate dwelling would mean the shared access would be blocked off for neighbours.

6.9 - 20/00622/FULLN - 24.03.2020 - ANDOVER TOWN (WINTON)
Use of annexe as a single dwelling, construction of conservatory and installation of flue (retrospective application):
23A Belle Vue Road, Andover, SP10 2DF
Observation: Objection –
• The flue for the wood burner seems excessive and neighbours photos show smoke emission is detrimental.
• The construction of the conservatory is overdevelopment and larger than would be allowed under permitted development taking up almost whole of amenity space.
• Access to the development is a shared access for neighbouring properties.

(Additional comment from Cllr C Ecclestone –
I note with concern this application for approval post-facto.

I would be grateful if this could be referred to Northern Area Planning as I disagree with the principal that single occupancy dwellings can/might be permitted after the fact. There are also other issues that the neighbours have raised which I also have sympathies for.)

7.0 - 20/00777/OBLN – 07.04.2020 – ANDOVER TOWN (ST MARYS)
Modification of Planning Obligation on TVN.09275 - To vary mortgagee exemption clause in section 106 agreement:

Observation: No objection

7.1 - 20/00738/FULLN - 02.04.2020 - ANDOVER TOWN (DOWNLANDS)
Change of use to dog grooming and doggy day care (sui generis)
Unit 3, Northwood Farm Buildings, The Middleway, Andover Down, Andover Hampshire SP11 6LJ:
Observation: No objection. Comment: No indication of waste disposal for dog grooming.

7.2 - 20/00614/CLEN - 31.03.2020 - ANDOVER TOWN (HARROWAY)
Certificate of existing lawful development for the use of an annexe as a separate dwelling:
58 Borkum Close, Andover, SP10 4LE
Observation: Objection
• No indication of parking spaces available on site.
• As a separate dwelling parking spaces should be provided for this separate dwelling of multioccupancy.
• Does it have permission for this change of use and enough car parking spaces?

7.3 - 20/00756/FULLN - 31.03.2020 - ANDOVER TOWN (MILLWAY)
Single storey side extension to form extended kitchen/diner and utility:

Observation: No objection

7.4 - 20/00587/OBLN - 01.04.2020 - ANDOVER TOWN (ROMANS)
Modification of planning obligation on TVN.09258 - Amendment of Clause 2.15 (c) to enter into a deed of variation to amend the mortgagee exclusion clause:

Observation: No objection

7.5 - 20/00742/FULLN - 30.03.2020 – ANDOVER TOWN (ROMANS)

Observation: No objection

7.6 - 20/00751/FULLN - 30.03.2020 - ANDOVER TOWN (ST MARYS)
Erection of single storey rear extension, single storey side extension with garage, erection of front porch, loft conversion with flat roof dormer to rear and insert 2x roof lights to front, and demolition of existing garage roof:

Observation: Objection.
Neighboring properties are still concerned about overlooking onto their properties.

ADDITIONAL NOTE: It was noted in the Members Information List 14, that the following Planning Applications were REFUSED:
19/02332/FULLN - Residential development of 64 no. dwellings, associated landscaping, amenity areas, and access from Walworth Road - Land North Of 11 Walworth Road, Picket Piece, Andover.
19/02408/FULLN - Demolition of No 3 Walworth Road for the erection of 35 dwellings, landscaping and access off Walworth Road - 3 Walworth Road, Picket Piece, SP11 6LU.
