Hampshire County Council launches engagement process on Local Government Reorganisation

Date: 21st July, 2025

Hampshire County Council has today launched a public engagement process on our proposals for Local Government Reorganisation (LGR) across the Hampshire and Solent area.

In response to the Government’s invitation for councils to put forward ideas for simpler, more efficient local government, we have developed a proposal – in partnership with East Hampshire District Council – to replace the current 15 councils serving the area with four new unitary authorities. These would each be responsible for delivering all local services.

The proposed Hampshire and Solent area unitary councils would be:
· North and Mid Hampshire (Basingstoke and Deane, East Hampshire, Hart, Rushmoor, Winchester)
· South-West Hampshire and Solent (Eastleigh, New Forest, Southampton, Test Valley)
· South-East Hampshire and Solent (Fareham, Gosport, Havant, Portsmouth)
· Isle of Wight (remaining as a standalone unitary council)

Our proposals are based on detailed analysis, community feedback, and public sector insight, to create councils that are financially sustainable, easier to access, and fit for the future - protecting local identity and putting local voices at the heart of decision-making.
